There are tons of cheap hotels in Mecca that are close enough to the sacred sites, without having to contend with highly-congested areas. Alternatively, you can also catch a metro on the Mashaer Railway, which connects the pilgrimage sites of Arafat, Mina and Muzdalifah. However, please note that the nine stations of the railway are only operational during Hajj season. Another neighborhood that is very central and has access to public transport is Aziziyah.
