The line for Budget rentals at MSP had 48 people. The other car rental companies had 0-5 people in line. There appeared to be one employee working the Budget line but he was also working for at least two or three other car companies. It took an hour to get through that line, and then the employee could not find my reservation. Luckily I had my printed version. At that point he said I had to see a manager five flights up, since my reservation was not in his computer. I went there and had to stand in line all over again. The process to get the car was 92 minutes overall.

I liked the price, the vehicle had some left over garbage and wasn't washed but that was not a big deal. When we arrived we had to stand in two separate long lines to get vehicle, but I was told to update my budget profile to potentially skip the reservation desk. However, regardless the pick up the keys desk was congested and it took nearly 1 hour between the two.

This was supposed to be a non-smoking car, but--after sitting in the sun for a day--it was clear that someone before me had smoked in it and that the detailing didn't adequately mask or eradicate the smell. I was charged for refueling, even though I refilled the tank right before drop-off. (Customer service rep was helpful and reversed the charge.) There should be a true digital check-in, so you don't have to wait in line again at the airport. (Check-out/drop-off couldn't be easier, though.)

Checking in: There were only two workers, only one who was at the desk and the other was trying to find cars. Then they attempted to split the 25 people who were waiting at 11pm to get their cars but were running out of cars. They were doing the best with what they had. There were a lot of complaints from people in line though. We did get a larger car than expected, but because they were low I'm assuming, the vehicle was barely cleaned out and only had 3/4 of a tank of gas. Which when I'm expected to return it full, is very annoying. The wipers barely cleaned the windshield, which thankfully I only needed once and did not have to drive in the rain otherwise it would have been dangerous.
